The Franchise Oversight Board is lead agency for the environmental review of Resorts World Casino New York City's Expansion Phase 2 Proposal. The Board is overseeing preparation and completion of an Environmental Impact Statement for the proposal. 

The proposal's Draft Scope of Work identifies all subjects that will be analyzed in the Draft Environmental Impact Statement and explains how those subjects will be studied. A public scoping session was held virtually on August 14, 2024 from 4-6 p.m. to receive comments on the Draft Scope of Work for the proposal.

At the conclusion of the comment period, the Board will review all comments and decide what changes, if any, need to be made to the Draft Scope of Work. The Final Scope of Work serves as the basis for preparing the Draft Environmental Impact Statement.
